Contractor Monitor - Atlantic Region

The Contractor Monitor coordinates, inspects, and controls the work of construction contractors assigned to perform contract work at our facilities. The incumbent will ensure that safety & environmental standards, regulations and requirements are strictly adhered to. He/she will also ensure that quality workmanship is maintained at all times and in accordance with applicable construction procedures, methods, codes and specifications. Projects will include electrical, civil, mechanical, instrumentation & control engineering disciplines.
Job Description
Monitor construction activities to ensure design, specifications, and contracts are followed and that work is done according to schedule and within budget.
Ensure contractors, sub-contractors and their employees are complying with safety & environmental regulations and requirements of the contract.
Prepare tendering documents, review and comment on bid packages to ensure design adequacy and constructability.
Attend/conduct pre-bid and preconstruction meetings, documenting minutes.
Prepare job planning documentation working closely with project stakeholders.
Be present at the work area and monitor critical medium and high risk activities when being performed including but not limited to: gravity, electrical and mechanical hazards such as excavations, lifts, diving operations, core drilling, system activation and switching, and system testing and commissioning.
Provide inspection of all work in place to ensure that work performed is in accordance with the contract drawings, specifications, regulatory requirements and applicable codes.
Prepare and submit daily construction reports, reporting on health & safety, environmental, and construction progress.
Recommend corrective courses of action to management as issues arise.
Recommend changes in the work plan if efficiencies in work practices can be improved.
Ensure the contractor conducts safety & environmental orientations for all personnel arriving on the work site.
Confirm certificates of qualification for contractor's and sub-contractor's' employees and verify inspection and maintenance records for specialized equipment.
Assess the quality of the safety & environmental discussions and written daily job plans.
Conduct Safe Work and Environmental Observations on medium and high risk work.
Attend all Contractor's Health, Safety and Environmental Meetings.
Track costs and provide monthly forecast per the contract including change orders.
Conduct monthly progress meetings reporting on health & safety, environmental, scope, schedule and costs.
Conduct contractor post-work evaluations in regards to health and safety, environmental, technical, project management and financial performance.
Travel across the region will be required (up to 60% of the time).
Required Skills:
Core knowledge of construction techniques, construction/project management, and basic contract administration.
Basic knowledge to be able to inspect in-progress construction work to ensure compliance with the contract documents, specifications, permits, and drawings.
Understand the various laws and regulations and how they affect the company and construction activities.
Ability to become familiar with company's budgets, costs, operations, and policies.
Knowledge of dam safety standards and guidelines.
Knowledge of procedures and hazard control for high-risk tasks relating to the project.
Ability to organize, plan, prioritize and manage multiple tasks and projects.
Strong computer skills and proficiency with Microsoft Office products.
Good interpersonal skills. Ability to interface and coordinate work on a daily basis with other company divisions and external organizations.
Good negotiation skills with clients, contractors, and vendors.
Effective oral and written communication skills.
Demonstrated ability to view tasks logically, break them down into essential requirements, and generate a solution to meet the project goals.
Ability to investigate what is not intuitive, anticipate problems and field construction constraints, and make recommendations as to the best course of action.
Ability to handle smaller projects from start to finish, with only major decisions being brought to the Manager.
Strong project management and organizational skills. Ability to work independently and with minimal daily supervision.
A practical, adaptable, innovative, collaborative, and solution-focused approach to issues.
Required
Experience:
Experience in engineering and construction management.
Inspection experience associated with Civil, Mechanical, Electrical, and Instrumentation/Control Projects.
Experience/exposure in the hydropower, wind power or power generation field preferred.
Bachelor of Science Degree in Mechanical or Civil Engineering.
Professional Engineer (PE), preferred or EIT certification with ability to obtain PE.
Field experience related to the hazards associated with the work.
Training in occupational health & safety and environmental regulation.
Demonstrate safe work habits and familiarity with OSHA standards.Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
